Set different SVN --config-dir for Workspace-Projetcs

Ability to set different SVN --config-dir(real config file) for Global->Workspace->Projects.

Sometimes it is very necessary(different servers, login, pass, configurations). It will be a very flexible, powerful solution for configuration SVN.
